Sounds like Eczema: Could be eczema which can get worse over time. Avoid long hot showers and harsh and drying cleansers. Apply fragrance-free moisturizer like Vanicream. Use at least twice a day. For eczema flares, apply prescription strength corticosteroid ointments to problem areas twice a day until clear. Dark skin can improve over time with proper treatment.

Petechiae: Petechiae is a small (1-2mm) red or purple spot on the body, caused by a minor hemorrhage (broken capillary blood vessels). You should go to see your doctor as soon as possible if you see petechaie and get some blood work and make sure your platelet level is okay. That is a form of bleeding so you need to know why you bleed so your doctor can stop it.

Natural course: The pigmentation will fade with time. Let nature take its course.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

Many possibilities: There are many things that may cause a discoloration of the skin. Cause may be genetic or environmental. Several types of inflammatory conditions of the skin, sun exposure, insect bites, allergic reactions, and sometimes bacterial, viral or fungal infections can cause a discoloration of the skin.  Have it evaluated by a professional and get the appropriate treatment.

Can wait.: If you are on dialysis you should discuss with your kidney doc and or your primary care doc. Urochromes and breakdown products of your red blood cells can cause this. It is also possible that you have some venous congestion and venous stasis dermatitis although would be unusual in your age group.
