Rosacea: Red patches around the face could be a skin condition called rosacea. It may be at certain times the skin is dry and inflammation is higher an thus some exudate. It is a treatable condition with topical and oral medication. Need a photo or visit to diagnose along with complete history and physical.

Dark circles: Dark circles are often associated with nasal congestion and may improve only after the nasal congestion gets under control . On the other hand this may also be a familial trait if other members of your family also have them in the absence of chronic nasal congestion.

Many possibilities: Without seeing your patches it is not possible to be sure what they represent. Since they are hot they are an active inflammation of some sort. They could represent an allergic or infectious process or be a marker for some underlying disorder in your body.. You should see a skin doctor (Dermatologist) as soon as possible to be diagnosed, treated and avoid scarring on your face.

Take precautions: Apply topical antibiotics and avoid further irritation or trauma to the area.  Also, avoid sun exposure or use sunscreen to prevent hyperpigmentation or darking of the skin, to prevent scarring.

FLAKY NASOLABIALS: This may be seborrheic dermatitis. With no photo i cannot be sure. Shampoo your scalp (yes, scalp) daily with a tar shampoo. Use an o-t-c Hydrocortisone cream daily for a couple of weeks (only). Find out which foods may be causing it; then eliminate them. Cut out stress. If no better, see a dermatologist. Best luck!

Based on what you reported about glans penis, it would be most reasonable to just leave it alone as long as having no elevation or erosion (open wound) and being stable in size. : Could be local dermatitis. Use OTC cortisone ointment for a week or two. If no change the area has to be seen for proper diagnosis by a Uro or dermatologist.

: A modest suggestion:  your description sounds classically retinal in location.  Has anyone considered performing Optical Coherent Tomography?  Should a Neuro-ophthalmologist get involved at a nearby medical school?  (In a younger person, one might wonder about unusual migraine effects, i.e., an occipital cortex location.  Might see what an EEG could find?)
