This is caused by a problem called blepharitis. There are also over-the-counter medications such as occusoft that can be used instead of baby shampoo.

Blepharitis: Try cleaning your lashes daily in she shower with a wash cloth using side to side motion for about 10 seconds.  This should become a routine and will prevent matter from building up on your lashes and the discomfort that often accompanies that.

Coal tar solution: An effective treatment for dandruff is a solution containing up to 10% coal tar - see your local chemist to see what they have available.
The principle is to apply the solution to the scalp in a lather and leave it on for an hour, before washing off with shampoo. Do this nightly for one week, then repeat every 1-2 weeks when needed.
If dandruff persists, see your doctor.
