Blepharitis: This is called blepharitis. Treated with lid hygeine (lid scrubs) and if severe antibiotic ointment applied to lids and lashes at bed time. I highly recommend Azasite antibiotic drops. This you will have to get from your doctor or see an ophthalmologist for an eye exam and get a customized plan for treatment.
