Can't breathe out...: Copd, or chronic obstructive pulmonary disease, is a disorder where the lungs cannot breathe all of the air out. They can inflate easily, but they can't deflate as easily. 

Thus, over time, air gets trapped in the lungs causing symptoms, most prominently shortness of breath. This can be due to chronic inflammation (bronchitis) or emphysema (destruction of lung tissue). Mostly caused by smoking.

Would be reasonable: to do especially if you are concerned they have the flu as the flu is spread by droplet as well as fomites.  Most respiratory viruses are spread this way so a mask will offer some protection by not allowing you to inhale the droplets.  There are various types of masks available.  Make sure you use good hand hygiene practices.

Not likely: Chances are that you do not have COPD after three years of smoking, unless you smoke 4 packs a day or have other underlying conditions that could predispose you to copd. But if you are having new symptoms of shortness of breath then you should get checked out.

Get checked again: Sounds like you may have infection, or maybe pleurisy.  This is inflammation of the lining of the lung, and can follow an infection.  Sometimes anti inflammatory meds can help.  You need to be checked to be sure you haven't developed pneumonia, this could have developed over the past month.  Good luck!

It : It would be important for him to get checked out by a physician.  I can't help you with getting him to cooperate, but if he won't go to the hospital, try to get him in to a doctor's office for an evaluation.
