Generally : Generally you would wait until the contractions are fairly  regular and close to five  minutes.  Look for less variation in time.

Bad menstrual cramps: Labor can take 24 to 36 hours. Early on labor pains feel very much like bad menstrual cramps. It can take 12 to 18 hours to get into active labor. Occasionaly i find a patient in labor, dilated 6 or 7 centimeters, who denies feeling contractions at all. Any rhythmic sensation could be contractions.

It is a muscular tightening of the uterus. Contractions are timed from beginning to end of hardening of the uterus (duration) and from beginning of one contraction until the beginning of the next (frequency). A third descriptor is intensity or how hard or painful the contraction.
