Sinuses/cold: This could be due to sinuses and allergies or viral illness if these are the only symptoms. Congestion and inflammation in your sinuses can lead to same in eustation tubes leading to your ears. This change of pressure and issues draining can cause the stuffy feeling in your ears. Drink fluids and consider over the counter meds like guaifenisin and if it not better in 3-5 days, see your primary.

URI/Sinusitis: You most likely have sinusitis and upper respiratory infection.  Most commonly these are viral in nature, and do not require antibiotics.  However, if symptoms getting worse or chest pain getting worse, be sure to get evaluated as bacterial superinfections can occur, and URI can evolve into pneumonia in some cases.

Steam inhalation: I would try steam inhalation with vicks that can open up eustachian tubes (canals connecting back of your throat to ears) and relieve congestion/pressure from ears sometimes.
