Concussion : Des acceleration concussion has the described mechanism. Usually happens to the babies or small children. ( shaken baby syndrome partially explained by this mechanism). Everything depends of many factors in this case vascular native fragility of the person...

Depends: Usually I would say no. 
But the truth is, concussions are very different from one another and are basically an altered or depressed level of consciousness (sometimes with neurological signs) .
So, it depends on the past medical history. Make an appt with one of us and we will explore this further. If there are any neurological signs, please go to the ER. ).

Not hard: Concussions are serious, and recent evidence shows that they are not diagnosed as often as they probably should be. If you have had any trauma to the head through sports or accident, see your doctor or a neurologist.

Comments: Closed head injuries, without true concussion are very common events in life.  If you have headaches, nausea, vomiting, dizziness, imbalance, blurring or doubling of vision, contact your doctor.

Scalp pain: may take a year to resolve. If you injured a cutaneous nerve and it tried to regrow from its origin and came up against an obstacle (such as scar tissue between the skull and skin)   It may form a neuroma. If this is the case tenderness may persist for years. These are issues that are of course separate from the myriad cognitive / behavioral issues that may arise following a single TBI.

Concussion: There are specific recommendations for concussion, and some involve rest.  You may wish to rephrase the question as it is not entirely clear.

Accepted Answer

Yes: Persons who have had one concussion are more susceptible to a second concussion from equivalent mechanical force to the head than someone who never had concussion. But if the 2nd hit didn't cause a new concussion, probably no damage done. But be careful. Too many blows to your head, even if sub-concussive can cause something like the "punch-drunk" syndrome. Once this happens, it cannot be undone.

is a moderately hard blow to the head with a foam dodgeball enough to cause a concussion?

Maybe: If you have trouble with persistent headaches, any instability, behavioral abnormalities or are getting worse you may have a concussion or worse.
