what are the symptoms of a collapsed vein?

No flow: I assume you mean a vein that recently had a needle or iv. Veins may collapse or blow when fluid goes through them or blood is drawn from them. Phlebitis, inflammation of the vein, or a lumpy spot called a thrombosis may result. Neither is serious. Both are treated with warm compress and advil or tylenol (acetaminophen) for pain.

Venospasm: Veins don't like to be irritated with things like needles.  Usually, when someone is talking about a collapsed vein they mean that they have tried to draw blood or start an IV and the vein has gone into spasm as a result of the irritation.  The result is that the needle either isn't able to go into the vein or else it goes in but there is no blood return. With time the vein will relax and reopen.

Phlebitis: Is an inflammation of a vein, which is another rare complication of the venipuncture procedure. Common symptoms of phlebitis are: pain, swelling and redness.The local trauma or injury to the vein can also cause phlebitis. The warm compresses, elevation of the involved extremity and nsaids otc and  “tincture of time” will be enough to treat phlebitis. 
If concerned, see your pcp for evaluation.

Collapsed vein: Collapsed veins usually do not hurt unless it is collapsed because of a traumatic episode and now there is a vasculitis.  If it hurts so muck then see a doctor.

i noticed a vein on the middle of my hand protrude out a little. it's hard to the touch.  this is near an iv site.  is this a collapse vein? or phlebi

Phlebitis: Most likely this is a superficial phlebitis related to the irritation from the iv needle. It's not dangerous and in time will become less distended but could remain permanently scarred.

brown patch of discolored skin on penis at the end of a vein it appears, looks like a mole, but it's not, afraid it's a blocked or collapsed vein from too much masturbating, been here 2 weeks, also 3 discolored patches on back of penis, any ideas?

Possible mole: or other skin issue needs to be examined by your doctor.  It is not from masturbation but you do need to find out what it is.  Peace and good health.

Hematoma: What your are describing sounds like a hematoma which is escaped blood from the vein which has accumulated in the tissue around the vein.  This is why the skin is bruised (black and blue).  The pain is from the irritation from the multiple needle sticks.  Apply ice for the first 48 hours then heat.  Ibuprofen will also help.  This should resolve over about one week.

Pressure changes: Neck veins distend when we lie with our head lower than our heart or when we strain.  With straining, the pressure within the chest increases and the blood flow through the neck veins decrease resulting in them enlarging.When straining is stopped, the pressure in the chest decreases and flow continues through the neck veins so they become less engorged.

spasm from contact with needle
bad technique.

Reflex: A vein that has been punctured or even approached with a needle may have its smooth muscle contract, narrowing the lumen and sending the available blood elsewhere. Nobody knows why it happens to some veins on some people on some days, and not others. Don't worry about it -- it happens all the time.
