Urticaria: In a one year old is uncommon,especially chronic types, even though,most of the time the cause would be unknown &amp; would resolve spontaneously,just get controlled with medicine like cetirizine.Allergies to certain foods can be a cause,but mostly it's obvious with direct correlation with the offending food as milk or peanuts.Right diagnosis leads to right management,check again,have a 2nd opinion

Nonspecific: Uti in that age range may present with any combination of:
fever, foul urine, poor appetite, stomachache, vomiting, irritability, painful urination or diarrhea --&gt; many things may point toward the uti, or it may just be fever and irritability. 
Bactrim or a cephalosporin may be a reasonable antibiotic choice, but this may be adjusted based on culture sensitivities or previous antibiotic exposure.

See your doctor: Usually we reccommend that infants be seen if they have fever for 24 hours so i would call your pediatrician and have your baby seen now.

Phenylpropanolamine: Disudrin contains phenylproanolamine, a drug withdrawn from the US market due to a link to hemorrhagic stroke in women. I would not recommend using this medication.

Constant or sometime: If the kid can open the hands at will to touch items with a single finger & explore objects i would worry less . If the hand is held tightly clenched all the time you should have him evaluated.That would suggest neurologic injury.

Birth: Hearing is developed at birth...Sooner...As we know unborn babies can hear their parents voices! and they respond to music. No one should be listening to music louder than 85 decibels.
