Insulin resistance: High insulin levels can promote insulin resistance. But it is important to control the blood glucose, and you have to do so somehow.  Best way to break cycle is with diet/weight loss, so you need less insulin and insulin resistance will decrease.  This is esp true with T2DM; with T1DM there are issues of how much short/long insulin and timing, but weight gain still an issue.

When you have Insulin resistance, the Insulin in your bloodsteam is not as effective as it should be in getting the sugar out of your blood and into the cells that need it. So if you treat Insulin resitance with proper nutrition.Exercise,weight loss if obese or over weight,and Metformin if prescribed by your doctor,not smoking and keeping BP under control.
You can defer onset of full blown Diabetes

Not likely: If you have Insulin resistnce, you are more likely to have hyperglycemia, or high blood sugar. The symptoms would be frequent urination, fatigue, sweating, numbness in feet, blurred vision. 
Hypoglycemia would also be sweating, lightheadedness, hunger.

SHBG...: Shbg, or sex hormone binding globulin gets down-regulated in the Insulin resistance syndrome. This is why women get hirsutism, or a mustache, and why men get gynecomastia, or "man b##bs". If your shbg levels are low, you will see more expression of the minor sex hormone, testosterone in women, and estrogen in men. Cysts are hair follicles clogged with oil and dead skin cells, puberty gone wild!
