A few possibilities: You may simply need to dress more warmly. If you always seem to be uncomfortably cold when others in the room are comfortable, you may have a problem with your thyroid which regulates energy use in your body.  
  See your doctor if this has been going on for more than a few weeks.  However, not everyone who has some cold intolerance has a thyroid problem. Be sure to check your temperature.

You : You need to provide more information. Where exactly are the bumps/ what do they look like? Are they itchy or painful? When did this start?
Chill bumps aka goose bumps usually occur in response to cold temperatures or extreme changes in emotion. They usually resolve once the exposure is over.

Small bumps: on penis MAY be Fordyce spots.  They are visible sebaceous glands and are common.  Please see your doc to make sure.  No need to be shy.  He/she has seen it all.  Peace and good health.

Getting sick?: It sounds like he may be coming down with something. Chills are good indicator that he may be running a fever. Drink lots of water and get rest. If you are having symptoms that are concerning to you, see your doctor. Hope this helps!

See a dermatologist: A "cold sore" is herpes, usually type 1. "Pushed out something" ???? has no meaning. Get diagnosed and evaluated. If it is herpes there are pills which are effective and safe.

Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

Evaluation: The platysma muscle and the neck have lymphatic nodes. If you had a recent cold that would be a reason why to have some enlarged ones. If you still have them in 5-7 days, then consider having them evaluated. Hope this helps.

Cold sores: There are several possible causes of your symptoms, but herpes would be my first assumption until i heard more and examined you.

We can now de-stigmatize herpes and understand this infection to a much better degree given the tremendous research that has changed everything we know about herpes in the past few years.

Other rare issues could be allergies, vitamin c deficiency and a fungal infection.
