Narrowing: Cervical spinal stenosis is the narrowing of the spinal canal in the neck. This is usually caused by age-related changes in the shape of the spinal canal and so is most common in people older than age 50.  I some cases the spinal canal narrows and can squeeze and compress the nerve roots where they leave the spinal cord , or it may irritate or injure the spinal cord itself.

Maybe: Cervical stenosis (narrowing around the nerves or spinal cord) is common and may or may not cause pain.  If a nerve is being pinched from the stenosis there may be pain or tingling in neck, shoulder, arm or hand.  Sometimes people have weakness or numbness but no pain. It depends: To what degree that spinal stenosis effecting his cervical spine , what the cause of the cervical spine stenosis. Could be mild  or sever if mild and his work office job, i think he will fine to work, but if is  not and  works in labor that a problem. Good luck .Thank you.

Doubtful : Dizziness and vertigo would usually be caused by structures outside the neck such as the brain or inner ear. Cervical stenosis can certainly cause pain and neurological complaints like numbness or weakness of the arms or legs. Many times we never find the causes of vertigo or dizziness.
