Different causes: There are different causes of this type of rash includung allergy to foods, medications, etc. Have a physician or dermatologist evaluate the rash if still present. In the meantime if you're uncomfortable you could take Benadryl (diphenhydramine) for the itch but be aware that it can cause drowsiness. Claritin is less effective but does not cause drowsiness.

Many possibilities: Besides lyme, ticks can transmit many other infections including babesia, bartonella, ehrlichina, rickettsia and other types of borrelia. The tick testing negative for lyme does not rule out other infections. But your symptoms could be unrelated to the bite too! see a doc knowledgeable in tick-borne illness. Consider seeing a doc for general evaluation too, ideally a holistic doc.

Allergic reaction: Usually rashes on the top of your feet are casued by some type of allergic reaction or contact dermatits. With your lower legs involved i would rule out edema/swelling as an issue as well. Your socks or shoes could be creating the rash on your feet more so if they got wet while wearing them or if you have changed soaps or detergents. If the rash persists or returns get examined by a doctor.

Examination: It's difficult to say without seeing the rash and asking a series of questions about possible causes. Local contact with something you are allergic to (contact dermatitis) is a common cause. Fungal infections (ringwork or tinea) are another common cause. Eczema: This sounds like eczema.  It could also be psoriasis but psoriasis does not always itch.
