It depends: If someone always only uses their own needles and works and never shares (no backloading, etc), they won't get HIV or hepatitis c. If someone always uses condoms with sex and takes post-exposure prophylaxis if the condom breaks their risk is low. So harm reduction is key. Idu is more efficient for HIV transmission than sex, although unprotected anal sex will transmit HIV in 1 of 100 times.

HIV exposure : For the most part, the only way you get HIV is by exposure to hiv.  If you share a needle with an infected person, you can get it.  If it was a clean needle, you will not.

Sequence matters: If your glove was punctured first and the HIV infected blood was spilled on later, the risk is very remote, But if the blood was already on the glove and it then was pieced by a needle, there is a risk and testing in a few weeks should be considered

: The germ is quite fragile in the open environment. It dies quicky unless it is in fresh blood. Objects with dried blood/secretions would not be considered a worrisome exposure for HIV.

: No risk for HIV as long needles are clean, HIV is not transmitted through inanimate surfaces (ink cups). All other risks for superficial infections and non infectious inflammation remain the same. Check cdc.gov for reliable information regarding HIV transmission.

Probably not: The cases in which HIV has been transmitted by needle have been from needles just withdrawn from HIV-positive patients' blood. I would be surprised if drying did not kill this very fragile virus. Having said this, anyone who uses a needle that may be contaminated is playing an extremely unwise game with their health for other reasons. This needs to stop and if applicable, law enforcement notified.

HIV: Hiv can be transmitted through needles and syringes contaminated with infected blood. Hiv may survive for up to four weeks in syringes after hiv-infected blood has been drawn up into the syringe and then flushed out.
