Rare: i assume you mean an incarcerated hernia where the intestine is trapped within a hernia sac. a bowel obstruction would result which if neglected would lead to dead intestine and peritonitis. most people could not endure the pain of neglecting a hernia of this degree.

Yes, but rare: Any invasive procedure can cause problems with anesthesia, the procedure itself, or infection. Allergic reaction to a medication, abnormal bleeding that becomes severe, infection with a very aggressive organism are all rare but do happen. Technical problems with the hernia repair are more likely in high risk patients due to advanced age, diabetes, chronic illness, prior repair, obesity, etc.
