Likely fine: Vitiligo is simply a condition where you no longer make pigment  in the affected areas. I don't see how this simple procedure would do anything to aggravate or otherwise effect the area involved. Your cosmetologist may have some reservations about the procedure but I can't think of a reason to avoid it if you want it.

Probably not: In general, laser or IPL tends to increase pigmentation transiently after the treatment especially among those with olive or darker complexion. If you suffer a 3rd degree burn at the site, then you may lose pigment at that site that may or may not be permanent. Vitiligo is considered an autoimmune disorder and different from loss in pigment from injury.

Darker skinned people are at higher risk of burns to the skin and will experience more pain. There are very few lasers that are safe for dark skin. Yag lasers are safer for dark skin. The soprano by alma lasers is a diode laser that can treat any skin color.
