Yes: If the pigment in the hair is darker than the pigment in the skin, the laser is able to selectively target the hair and ignore the skin. Darker skinned people are at higher risk of burns to the skin and will experience more pain. There are very few lasers that are safe for dark skin. Yag lasers are safer for dark skin.
