It may.: The upper respiratory tract(nose, sinuses, pharynx) lead straight into the trachea and lungs.  So if there is inflammation of the nose & throat, a cough may follow. 
You have listed Prednisone and sudafed.  Prednisone may reduce your resistance to infection and speed osteoporosis but help with allergies and chronic arthritic pain.  Sudafed may be drying to mucus membranes and maybe add to a cough.

Congestion medicine: There are a number of medicines available over the counter to treat congestion and post nasal drip.  The easiest thing to do is to go to your nearest pharmacy and speak to the pharmacist, tell him or her that you want a decongestant that will not affect your heart.  Also some products will state on their label that they do not affect the heart.

Symptoms: Am not sure what the actual question is. Congestion – saline nose drops or netti pot. For anti-inflammatory effect &amp; mobilizing mucus- homemade chicken noodle soup.  Hydrate- lots of water/clear broth/ add honey &amp; a small amt. of lemon juice to Chamomile tea. Fever/ pain – acetaminophen / NSAID’s  Rest!!

Yes you can: unless you have a contraindication, like hypertension, but no interaction with amoxicillin, rest and fluids are important too together with saline nasal washes, would help you out, if no improvement, call or visit your doctor

Nasal congestion : Your symptoms are consistent with an upper respiratory infection which could be viral or bacterial. You did not note how long you have had symptoms. If over 7-10!days would recommend seeing an ENT specialist to see if you need antibiotics.. also would check your pulse , not sure if the palpitations are from medicine you are taking or your illness.
