Possible,  but,: very doubtful unless you are referring to "micro-tears", too small to be detected; however, after multiple surgeries, the anatomy may be distorted due to scarring.

Yes: Yes it can miss about 8-10% of the meniscal lesions, as well chondral lesions are generally missed, rather frequently.
I would advise you to see your orthopod who can examine you and then decide on the diagnosis.

No test is perfect: Post surgical changes do complicate interpretation but if there is nothing at all suspicious on the MRI chances are overwhelming that there is no new tear. One study says 100% negative predictive value (ability to claim no pathology) but I don't believe it. There are always exceptions, perhaps due to a study with motion artifact for example.

how does one know if they have a torn meniscus? i had a mri and it said i a displacement if the meniscus root does that mean a tear of the meniscus?

You have a tear: Your MRI has confirmed your presumed symptoms of sharp based pain typically medially or posteriorly based made worse with bending twisting or pivoting.  Gonna probably need surgery...

See ORS: A meniscus tear may feel better w/nsaids and pt but the meniscus will not heal w/this treatment.Turning, twisting and squatting activities may further tear the meniscus.They generally cause pain, sometimes popping or'catching' and swelling.See your ors.The tx. Of choice is arthroscopy w/meniscus repair vs. Resection.

What is the question: I am not sure what you are asking; however, that reading would warrant an evaluation promptly from an orthopedist.  If the child has not seen the orthopedic physician, get his pediatrician to make a STAT referral today.

The radiologist: would always report a meniscus tear on MRI if it is visualized.  However,  after surgery, it may be difficult or impossible to differentiate post surgical meniscus changes from a subtle new tear on MRI.

Waiting period: Usually it takes time to read the mri, and to schedule the surgery. Best talk to the doctor to find out his plans.

Quick fix and more: See an orthopedic surgeon or a physiatrist.  They can evaluate the knee.  If appropriate, they can drain the fluid and that will give you some immediate relief.  Use ice and a compression wrap which will also reduce the pain a bit. Use a cane or crutches so that you take some weight off the affected leg and try to walk without stressing the other leg or your back! But see the Doc, get a diagnosis.

Exercise : Popping maybe a Cartlidge problem. You need it for evaluation, including imaging to clarify the diagnosis ask your physician for an evaluation and see a knee specialist
