Is there friction: between your cast and  your ankle?  If yes, let your provider know.

Yes: It is common to have pain for several weeks after an ankle sprain and can even persist for a few months in some cases.  However, it depends on the level of pain, the frequency and severity to determine what to do next.  If it is infrequent and short duration, that is to be expected.  If it is frequent, severe and lasts a long time i recommend you return to your doctor for evaluation.

if you don't wear a cast or a boot for a broken fibula and tibia what will happen because i take my boot off a lot.?

Cast removal: early: The bones may not heal properly, perhaps heal crookedly ( out of alignment) or not heal at all ( malunion, i think) or may luckily heal ok. How long have you been casted? When you remove the cast , do you walk on the foot? Or use crutches? Older you are , greater the risk of (the above) occurring. Why do you remove the support? Itching. Poor fit? Hurts? Best to discuss with your doctor!

i would like to know what would give me less amount of disability having a cast or having orif surgery for a broken fibula/ ankle?

Do you mean: Down time?  It really depends on what the issue is.  Orif seldom fail and heal within 6-8 weeks. In a cast we can't estimate time of healing, we have to take x-rays every two weeks to see if its healing. My preference for displaced fracture is orif. I think it is more predictable.

Fibula Fracture: Assuming it's a stable fracture and nondisplaced or minimally displaced you probably won't need a cast at all. A walking boot and weight bearing as tolerated is usually the most common recommendation in this situation. Best of luck!

Depends: Sometime a cast is never used for a fibula fracture. A high tide boot can typically be enough of an intervention. Discuss this with your physician if you have questions about your specific injury.

Better results: The results that you can receive are dependent on the extent of the injury that you have. You are young and pending on the type of fracture (aligned ?, stable ? Involving the joint ?) all come into play when deciding if surgery is better than cast. 
That being said, in general surgery has a better shot of providing a better out come. 
Your surgeon is in the best position to advise you.

Healing fibula: Any time one has any kind of surgery, the best person to answer questions concerning that operation is the doc who did the surgery. Check with his office concerning your discharge instructions & timetable for advancing walking.

Cast Away !!!: Probably a more aggressive surgical intervention with a prolonged healing time. A more permanent degree of swelling and possibility of developing a chronically disagreeable ankle.

Casr removal: Likely cast immobization with stiffness and dry skin. No big deal.
