Ask your surgeon: You should have received wound care instructions and activity restrictions from your surgeon.  Every surgeon tends to have his own specific post op care routine that can vary from patient to patient for several reasons.  I do not have enough information to guide you appropriately.

No: No, if you are in a plaster splint and dressing, I would not take this off with out first checking with your surgeon to make sure it is ok.

Sutures and water: They can be wet within hours of having the sutures placed.   As long as the water is clean  - ie washing or showering or swimming pools should be fine.    Swimming in the ocean or rivers/lakes - probably not ok.   As far as specifics for your issue - it should be safe - just "pat" dry.  And avoid rubbing.

Yes: Suture line should be well healed at 3 weeks and completely sealed to water from shower.

Probably has a sealant over sutures.

Neosporin: + keep it dry and open to air unless you work with your hands, then keep it covered.

can new stitched wound due to normal birth delivery contract hiv if get in touch with wet blood on toilet bowl? should i get tested for hiv?

Yes: If the wound still has open areas and the blood is from and HIV positive person

i have a 2 inch incision w/stitches on bottom of foot. it's not supposed to get wet but would it be okay if i accidentally got it wet in the shower as long as i dry it promptly? stitches are now 9 days old?

: A one time exposure to clean water at day 9 should not cause problems. Watch f for redness, swelling and drainage from the wound. Schedule removal of the stitches with your PCP.
