white potatoes in general are high in readily digestible starch and will raise blood sugar more than lower and less rapidly digestible starchy foods.  In fact you are right :
The numbers range from 58 (low-medium glycemic index) for a boiled Nicola potato to 111 (extremely high) for a baked Russet Burbank potato.
The main thing is "small potatoes" or alternative vegetables - eg sweet potato

Consistent Carb: Diet of about 45 carbs per meal.  That will help keep you out of trouble and help sugars from spiking.  Could consider victoza (liraglutide) to help with post-prandial sugars!  there are great free carb-counting apps for smartphones.  Make sure doc has checked you apo b, ldl-p, lp(a), lp-pla2, apo e genotype, and mthfr 677 ; 1298. Answers can help control better!

Food Questions: I do not know what you mean by nutritious. They are both carbohydrate calories (100%). The sweet potato is a complex carbohydrate, meaning this is better for overall diet and correct calories. The regular baked potato is just simple carbs. It is just simply sugar when it is digested.

Safe? Yes. But Raw?: Raw? That is bizarre. Excuse my frankness. What possible value would that have to a school lunch? Raw is not unhealthy, but it seems extremely unappetizing.
