NO...: Low iron state typically causes paleness of skin, mucus membranes, and it is more evident in your eyes (pale cconjunctivae). So, this should not cause dark circles under your eyes..More likely from chronic nasal congestions which reduce blood flow and causing the darker appearances there--often known as allergic shiners.
Treating nasal congestions/allergies may help.

Maybe: If you are severely anemic, you might be pale, in which case places where the skin is wrinkled would look darker.  But other than that, i can't see a direct relationship between iron deficiency and dark circles under the eyes.  (have you lost a lot of weight?  Are you getting enough sleep?  Has your thyroid been checked?  There are several things that might make you have dark circles).

No: Fe deficiency anemia should not cause that symptom.  Many possible reasons but an exam is really the only way to find out for sure.

No: Pain behind the eyes is associated with headaches, including occipital neuralgia with referred pain. Iron deficiency anemia is not a cause of headaches behind the eyes. Severe anemia can cause dizziness and in some cases headaches, but these do not localize behind the eyes.

Yes, but depends: It takes a few months to recover the loss of blood from a blood draw. If you get frequent blood draws of sufficient volume, you could get anemic. Most of the time the amount of blood taken for routine blood tests is small enough that anemia is unlikely.

Anemia and fever?: Anemai poer se does not give fever. You could have infection and get fever  while you have anemia but it isnot related to it. Unless u have other blood cell deficiencies as well.
