NO...: Low iron state typically causes paleness of skin, mucus membranes, and it is more evident in your eyes (pale cconjunctivae). So, this should not cause dark circles under your eyes..More likely from chronic nasal congestions which reduce blood flow and causing the darker appearances there--often known as allergic shiners. Treating nasal congestions/allergies may help. Consult your doc.. Good luck.
