Yes: If you have a torn rc then commonly other muscles have to be recruited to help the shoulder to function more normally.  This can include other muscles including those leading to your neck.  This could theoretically contribute to neck pain and ha.  However, you could also have separate neck pathology (arthritis, disc issues, etc) that are causing these symptoms.  See your doctor.

Rotator cuff tear: Usually the shoulder pain will cause muscle spasms in the trapezius muscle which is attached to the shoulder, cervical spine and the bottom of the skull and hence the pain may be felt in the neck as well as headaches.

Clot considered: Even though blood clots in the arm are not very common, swelling of the arm, especially from the upper arm to the hand raises the suspicion for a blood clot. Lymphedema is possible as well. Rotator cuff problems typically do not cause widespread swelling. The edema is not often visible to the naked eye and remains around the tendon. It's time to see a doc very soon, preferably in the next 24 hours

: Would think that your neck is the primary source, with secondary headache.  Have your doctor do an exam, and obtain appropriate imaging, preferentially an MRI of neck.  Other causes of headaches such as giant cell arteritis should be ruled out.  Treating the pain generator should provide palliation.

CervicogenicHeadache: Most headache disorders are accompanied occasionally, and sometimes frequently, by neck pain. Conversely, most disorders related to anatomic disturbances of the cervical spine have an element of headache associated with them. See your PCP for evaluation, diagnosis and treatment. Good luck.

Usually no: Rotator cuff injuries do not usually involve symptoms of numbness (although there are rare exceptions).

"Pinched Nerve": Neck pain (cervical spine) which improves with tilting the head to one side and not the other side can be a sign of a pinched or compressed nerve, muscle spasms, sprain/strain, as well as other related and unrelated conditions. After your doctor examines your neck, he or she may order an x-ray or another imaging study and may even refer you to another specialist.
