White tongue: Check out your diet, oral habits and stomach upset.  You may have acid reflux or be reacting to foods that just do not agree with you.

Tongue tied: Actually, using a laser will only increase your costs and not provide any technical advantage. This is easily solved with a local anesthetic and scissors. Or cautery. It is a 3 second operation after the anesthetic. See your local ENT doc.

Not very: Probably benign.  Look up "Geographic Tongue."  Could also be burn from hot food, trauma from, for example, biting your tongue, and lots of other reasons.  Your Dentist is being prudent, having you return in 3 weeks to see if area has changed.  Good for him/her.

ive had white film on top of tongue for many years but dentist has never mentioned it(i go every 6 months). does this mean its not leukoplakia?

Tongue: Do you brush your tongue?  Do you smoke?  Many times a white film is caused by food debris on your tongue and this an be removed y brushing your tongue.  Brushing may also improve your breath.
