Yes: Limit yourself to the number of calories necessary to maintain ideal weight.  If you're overweight, limit your calories to lose a pound or two a week.  Unless you have an inherited cause for your elevated ldl, you'll lower it with this regimen. Daily exercise will also further lower it. 1-2 alcoholic drinks per day can help raise your good (HDL) cholesterol.

Elevated cholesterol: Red Meat  is not necessarily bad for you. You can avoid other sources of fat to control  your cholesterol.. You should avoid fried foods such as  fried fish or deep fried breaded chicken. . It is okay to have Red meat  twice a week providing it is lean in the form of fillet or  London Broil . You should always boil or broil your meets. Avoid sweets which are high in sugar and fats. .

No red meat: Avoid red meat ( beef), fried meat. Bake, broil your meat. Eat chicken, fish.

Need for assessment: How high is the cholesterol? What risk factors do you have for heart disease? You should discuss having a complete lipid profile, in fasting state, with your doctor. Given other health issues you listed, it would be prudent to consult your doctor for a proper evaluation. Honey is sugar too. Visit this site for more info.

Probably better but: You need to look at  your entire  diet. You can discuss this with your physician or ask to see a physician to see a  nutritionist

Seriously?: Cholesterol is a genetic disorder. Not a disorder of diet in general.  You are being put on the most appropriate medication available today. If you want to prevent coronary artery disease this is how it is done.

Listen to your body: Eating daily  2-3 oz of high quality meat with  fresh vegetables is an excellent  eating plan for dm type high sugar and carb diets  are toxic.  6 equal meals and exercise through the day  lowers Insulin resistance.

It's not: Much of what you read about diet, cardiovascular health, and cholesterol content of foods is subscience or worse. Cholesterol is a normal component of all animal tissue and you make plenty in your own body. There's no mainstream scientific consensus even today on the "received wisdom" that "saturated fats are bad for you". I'd urge you to eat what you like, sensibly, and stay aerobically fit.

since atkins diet means eat lots of meat to lose weight. now wouldn't this raise cholesterol levels?

Diet: It often does elevate lipids but not always.
