Bites: Spots may not be bites at all, but acne. See your dermatologist for diagnosis and treatment.

Try hydrocortisone: You may want to try some topical over the counter Hydrocortisone twice a day for just a few days and that should help the itch and reduce any swelling. Don't use it for longer than that especially on the face.

Bed bugs?: Are you sure they are bedbugs? How long have you have them and do they come and go? They should not cause numbness in your thumb. See your doctor for a good evaluation or a dermatologist if the problem continues.

Have it checked...: Go to urgent care/er to be on the safe side.  At 3 years old, you don't want to second guess and wait for a reaction to occur.  In some instances, there is a delay in the reaction.   When you get to see the doctor be ready to tell them what type of bug may have bitten and note any changes in the bites appearance from the time of occurrence to when it is examined.

Yes: Skin that is very dry can develop irritation.  The best treatment would probably be to use a cream that is both an exfoliant and emollient.  I generally recommend either a lactic or a glycolic acid cream to help get rid of the dry, rough skin.

6mo old with bug bites from 6wks ago that won't heal.. most on her face. should i put anything one them? she's on 0.05% betamethasone for eczema.

NO: I wouldn't put any topical steroids on them, especially something as strong as betamethasone. You should call her dermatologist and try mixing some vitamin e with any of her hypoallergenic lotions and applying that to her face twice daily. Cerave sa or amlactin might be a good choice to break down any top crust and vit e can help in healing.
