Any inflammation...: ...Of teh skin (and this is common in skin folds) can cause hyperpigmentation as a consequence.

I am not sure the two things you described are related.

Hyperpigmentation?: Like most dermatologic conditions, the best way we dermatologists make this diagnosis is to look at the patient. This coloration can be due to any thing from irritation of skin to medications you're taking and other factors. They are plethoric. My best advice is to see a dermatologist and ask.

Dicoloration change: When there is continuos trauma , brass, metallic support of brass , sweat ,  and other etiologies as infections due bacteria or candida , there are skin changes to protect the area suffering change in color , striae formation , changes en melanocytes causing 
The dicoloration changes , thus , history and 
Physical exam are important to determine 
The etiology and give the proper recommendation

?yeast: Under the breasts and in and around the groin are common areas for yeast infections to occur, but not the neck. Neck discoloration can be caused by cosmetics,jewelry or perfumes. I would try applying a cortisone cream to neck, and an antiyeast cream to the other regions. See a dermatologist if symptoms persist.

Peeling: Eczema or eczematoid dermatitis may occur on the breast surface. Perhaps there is some reaction from your bra material. If cortisone type cream doesn't clear the rash,consult your physician or a dermatologist.
