Diagnosis needed: First see a physician or Otolaryngologist for accurate diagnosis. If this is truly an abscess it requires appropriate treatment. It may be a swollen salivary gland caused by a blocked duct, however and not an infection.

Boil: Does it matter what you call it? By definition, boils are infected while cysts are not (although they can become so). You can apply warm compresses but if you feel it's full of pus and it hurts, then you need to see your FamilyDoc who can drain it. Don't wait for red streaks or fevers/sweats/chills. Infection possible: It is possible to get an infection in the skin following eczema. It sounds like this may have happened with your son. I would take him to see his doctor to see if he needs antibiotics.

See below : Boils are caused by bacteria, usually Staphylococcus aureus, that often normally reside on and colonize the skin. When the bacteria enter a break in the skin or travel down a hair follicle, a boil occurs. Good hygiene; avoiding shaving and chafing of the scrotum, wearing clean and breathable underwear to minimize moisture and heat, and use of an antibacterial soap can all be preventative.

Seek medical care: As it may significantly worsen. I could be an abscess, and may contain a type of bacteria that is highly resistant to most antibiotics -- "mrsa." you will need to go see your doctor to evaluate and treat this before it gets worse, or before it gets bigger. You may need to be given antibiotics, depending on if it is actually an infection.
