You : You should take your daughter to her doctor - she might have ringworm on her scalp.  Ringworm is actually caused by a fungus (not a worm) and usually looks like a dry, slightly raised, red, flaky ring.  It can be harder to see on the scalp.  Ringworm on the body is typically treated with an antifungal cream, but ringworm of the scalp infects the hair follicles making it harder to treat.  Scalp ringworm, called tinea capitis, usually requires a month or two of a daily prescription oral antifungal medication such as Griseofulvin in order to resolve.

If she does not have ringworm, her doctor may still be able to tell what it is and give a treatment regimen which will help.  Good luck!

Get seen: These are often deep ("blue") nevi or dermatofibromas and are seldom malignant, but since you've raised the question, it needs to be seen without delay. You're young and you need to get into the mind-set, right now, of not delaying at all in getting seen for any lesion that you have any reason to think is cancer.

Soft tissue trauma: It sounds like soft tissue trauma, but because of the discomfort and swelling it is worthwhile having your finace examined as soon as possible. Excessive swelling can compress important structures in this area and lead to further damage, so be careful and get it checked.

Veins/blood: If they're long thin blue lines or streaks, you're seeing veins and that's normal. If you're seeing splotches or large, wide areas of blue discoloration, that's bleeding under the skin and called "purpura."  unless you've had trauma to explain it, that's abnormal and should be checked out immediately. A blood count, including platelets, will help to clarify the issue.

Many things: Acute or sudden blue painful spots can be due to bruising. They can come from systemic issues ( like liver, etc), hemaniomas  and other things both "bad and not so bad". I would get a further evaluation with more testing . I woul imagine that the fact they have been there for a long time suggests the probably represent nothing serious... Not i would still get them checked out.
