Nothing: The packed cell volume of red blood cells has absolutely no meaning outside of a relationship to abnormal symptoms or abnormalities detected on physical exam. This value by itself is most probably normal and would not worry about it. Best wishes.

PCV?: Not sure what you mean by PCV (often an abbreviation for pneumococcal vaccine).  Restate your question without using abbreviations.  It is unlikely that your blood pressure is related to a lab value (if that is what PCV is).

Thalassemia minor?: With normal packed cell volume, high red cell count, low MCV, I'd consider you may have thalassemia minor. This is good to know because if you marry someone else who has this, the children may have the very serious thalassemia major. Talk with your physician about this and what he/she thinks is actually going on.

Anemia: That's not ok.  You're quite anemic, and you need to find out why.

Several causes: Dehydration, high altitude, anything that stimulates bone marrow to produce more red cells, heart problems and chronic lung problems ( again the mechanism of last two is the same-- HYPOXIA stimulates red cell production

CBC and hemorrhoid: You are reporting a mild anemia for a male; lump seems to refer to hemorrhoid; a little blood indicates inflamed area in anus, either fissure or hemorrhoid; ESR 26 is slightly high - indicating inflammation somewhere - perhaps inflamed hemorrhoid or infected hemorrhoid - more seriously, he should be checked for polyp in intestine or tumor in colon - so yes, worrying is appropriate - needs f/up

Many possible causes: Blood in the urine can be caused by a number of reasons. These reasons rarely show up in your CBC(results of which you have sent to us).
Your doctor will need to run additional tests to check your Urine and obtain X-rays of the Kidney and Urinary bladder and possibly cystoscopic examination of your bladder.  Taking blood thinners can also cause blood in the urine

See your doctor: Your cholesterol, triglycerides, and LDL are very high!! I don't believe that diet and exercise alone would normalize these abnormalities. See your primary care doctor. Your PCV is a bit low for a 33-year-old male, and it indicates that you have anemia.  You also have a low neutrophil count. This may be temporary if you have a virus infection when you had this test done.
