Bloody : Bloody discharge from the penis could occur as a result of trauma or a medical condition. Throughout the genitilia, there are many areas and blood vessels that could be broken, leading to blood in the urine or semen or bloody discharge. 
Items that could cause trauma and bloody discharge from the penis could be aggressive sex or masterbation, interrupted sex, kidney stones, prostatitis or a procedural biopsy on the testicles/kidney/bladder. 
Medical conditions that can cause bloody discharge from penis include: side effects of blood thinners, stds such as chlamydia/genital herpes/warts, prostate cancer or bladder cancer.

There are a multitude of causes, from benign or malignant tumors to benign anorectal disease, such as hemorrhoids, fissures, or fistulas. Regardless of your age, persistent bloody stools need to be investigated. So, ask your primary care provider to assist you in obtaining a referral. Good luck.

i've had constipation for a while i think its chronic constipation i get it sometimes with no blood and small amounts of strain and sometimes bright red blood in bowl or on paper and recently i had blood 2 time in row could that be a fissure tear????

Yes, it could be.: A teen or young adult with constipation needs to be sure there is no other disease causing it. If constipation is just due to slow movement of the food and poop through the gut, things to try are vegetables, prune juice, prunes, fiber-plus-water, polyethylene glycol, Senokot or other senna, milk of magnesia, etc... Make a symptom and "laxatives" diary for the doctor, who can assess and help.
