Allergy: Most likely an allergic reaction to something that he has been in contact with. If they are fluid filled blisters and he has not been vaccinated against chicken pox, that is possible although we don't see chicken pox often nowadays because most children are immunized against it.

Lets review your sym: You have this red bump on your arm which has a blister on top correct? How long has this been there? Have you been outside where you could have gotten bit by an insect? on my arm theirs a flat surface with bumps, some bumps look like flat bumps,  its started off as a blister type bump then it flattened with bumps around it. its on both arms and on one hand! it doesnt itch though unless i put something on it?

Dermatologist: An eruption like this is best evaluated by a dermatologist. It may be a variant of eczema. I Don't recommend applying anything except some corticosteroid ointment until you see the dermatologist.

: Avoid scratching and apply cool compress to the sites as needed for itching in the meantime then see your doctor next day for the correct diagnosis and treatment.
