Depends: If they are due to an underlying dermatology disease then treatment of this disease may remove the marks.  If scar or something like that then various cosmetic procedures are available but vary from country to country re cost etc.  Recommend see a primary care doctor first to exclude medical condition and go from there.

See doctor: A black mark may represent an abnormal growth which requires a biopsy. A mosquito bite can leave a scar like lesion called a dematofibroma but they are not black. Do not delay seeing a doctor because it is best to deal with possible abnormal pigmented lesions early.

BLACK & BLUE MARKS: Without seeing these, they sound like a condition called purpura, a fancy name for bruises. Medications, like aspirin, can be responsible for this. Check with your doctor for any or all the prescription drugs you are taking.

It is important that a doctor see the marks, either in person or online via pictures, to determine the severity, extent and color relative to your skin

Sounds like: Post inflammatory hyperpigmentation.  This can happen to skin after any inflammatory insult including skin infections caused by MRSA.  If this is the case you should review treatment options with your doctor.  Besides being good about sun protection, treatments based on retinoic acid(sometimes with steroids and hydroquinone), chemical peels, and dermabrasion have been used.

Venous insufficiency: Early complaints with CVI (chronic venous insufficiency) is swelling in the leg/feet. As the disease progresses, patients of the CVI start complaining of mild pain/fatigue in legs. Later on, appear black spots on the skin of legs and feet, which slowly keep on increasing in size and depth. As the days advance, the same very black spots give rise to ulcers. You should see a vascular surgeon ASAP.
