Dots on scrotum: If they are like small blood blisters then they are known as angiokeratoma of fordyce. Usually benign but can be associated with high blood pressure

Normal: What you described is normal anatomy for a male.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Same as armpits: Apocrine sweat glands, the ones that produce scented oily material, only exist in the armpits and the groin.  Regular bathing removes the oil and the smell.   You can use an antibacterial soap or body wash.   Just like the armpit, you can apply an antiperspirant/deordorant  to your groin area  after the shower.
