See a dermatologist: I assume you are referring to a black dot in your genital area? Yes, this can happen and be entirely benign. However, not all are benign so having a dermatologist examine you would be best. Sometimes a biopsy is necessary which would be a very minor procedure that could rule-out anything bad.

Cold sore: It might be cold sore which is caused by herpes virus
It might be contagious so be aware 
You can use some ointment prescribed by your doctor for it
It might recur every now and then

Need to be seen: It is hard to tell from your description, if it has been there for more than 2 weeks, need to be seen by a dermatologist and we can tell right way whether it needs to be treated or not.

That's odd....: If a person talks with his parents on a usual, normal basis, then there is nothing special about telling them about a bump that needs a biopsy. It is done the same way that any normal, everyday conversation is done. However, which doctor says the bump needs a biopsy? On the face, a specialized dermatologic surgeon or plastic surgeon can give an opinion. Presumably, it's not just a blackhead.

Pigmented lesion: This could be due to several things-- a vascular lesion, or a melanocytic (nevus-like) lesion. Given the small size and smooth surface, it is unlikely to be a problem, though if it is a melanocytic lesion, it bears watching, and possible removal if any enlargement of other change occurs. Vulvar melanoma is uncommon, but may develop from long-ignored precursor lesions.

Penile pimple: is it tender  painful, red ? may be folliculitis consider some bacitracin or better mupirocin ( which requires a prescription), wear loose underwear, wash 2 x a day with soap and water avoid  hot tubs. May also be beginning pearly papules or Fordyce spots , though they are usually not with a black dot. f/u with doc/ urgent care
