Is it normal for a woman to have a small black dot (mole like) mark on the lips of their lower area?

See a dermatologist: I assume you are referring to a black dot in your genital area? Yes, this can happen and be entirely benign. However, not all are benign so having a dermatologist examine you would be best. Sometimes a biopsy is necessary which would be a very minor procedure that could rule-out anything bad.
