Family practice : That is sad. I would recommend seeing a geneticist  to find a possible cause. Was there an autopsy on either infant.

Incompetent cervix: What you seem to be describing is what happens when the fetal material in the womb slides out of the cervix because the opening is not able to hold it in. This condition, an incompetent cervix, may be treated by the OB by inserting  a strong band around the cervix like a purse string. This is drawn to a certain tightness and left in place until u are far along enough to have a nl delivery.

Ecclampsia is a maternal condition characterized by very high vessel tone (blood pressure, kidney failure, fluid retention among other symptoms).

Congenital conditions are a very common cause of death soon after delivery.
Stillbirth is a catch-all term for a LOT of conditions. but frequently, no clear cause is found.

Very unlikely: A stillbirth is a tragic affair, any way it's viewed. However, it is highly unlikely for the body to keep a child that has died. Usually after the death of the baby, the body will attempt to expel it, usually starting labor or breaking down the fetus and expelling it over time. Generally an OB will note that there is no heart rate on visits and do an ultrasound to check.

Difficult to say: Many children born with multiple birth defects represent sporadic chromosomal defects with rare if any recurrence risk.Any pregnancy has a 4% risk of unexpected outcome ( premi, cleft, etc.) but your case may need special analysis.A geneticist could decide from reviewing your first babies defects if you need additional studies to decide this issue. They are often found at children's hospitals.

6 weeks.: Please accept my condolences for your loss. Any pregnancy that reaches the third trimester should be followed by a 6 week postpartum period of no intercourse and rest to allow for the reproductive organs to recover and involute. After that, whenever you feel emotionally ready to try for another conception is fine. Take Folic Acid 1-5 mg daily, see your ob/gyn regularly and best of luck!

in 2003, i had an epidural while i gave birth; the baby later died of aseptic meningitis. should i be concerned about epidurals possibly causing this?

So sorry for : Your loss. No, you should not be concerned. It is extremely unlikely that your epidural caused this tragedy. Epidurals are placed using a sterile technique.  Meningitis in the recipient of an epidural is a rare complication.
