Within margin of err: The old rule of thumb is this should be about 10+ the age in years or less in childhood. Sed rate is based on how fast blood cells fall into a pile in a thin tube after drawn. They find inflammation adds "heavy" particles to cells and they fall faster.The quoted number has no  specific value in projecting a "bad" problem.If anything, it excludes many seroius ones.

Psychiatrist: Hopefully he is seeing an experienced pediatric psychiatrist.  If not please do this asap. May need very long term therapy.  This requires a sensitive and communicative therapist who can bond with your son and establish a long-standing relationship.  Do not start this if it will be interrupted suddenly.  Good luck. The strep infection could be passed to the adult through skin contact with secretions of an infected kid. After the kid is on antibiotics for 24 hrs he/she would be unlikely to spread it to anyone.

Maybe not: It depends on where the pain is. Growing pains are typically along the front of the legs and are typicaly at night. They do not last long, should not cause limping, redness or swelling. 
If the pain is more persistent or is in multiple places, then i would rec you see your doc.
