Depends on...: What do you consider to be too long?
Typical rinsing for about 1minute, if you were to rinse for a very long time, possibly you could develop short term tooth sensitivity.   Do not swallow the rinse.

Depends!: Any toothpaste will do if they use a small amount..smaller than a pea. If they like to munch on it keep it out of reach for sure. An interesting alternative...its what my kids did when they were small...is to use MI Paste. (not the "plus", which has fluoride). It has calcium in it but no Fluoride and is edible (derived from milk products). Fluoride rinse at bedtime is your water is not fluoridated.

Bunk: To treat decay the infected tooth material must be physically removed.  Period.  If the procedure you're inquiring about was effective, Dentists would have adopted it long ago.

During the night with your mouth closed the bacteria grow rapidly. Brush before bed and see your dentist for regular cleanings at least every 6 months.
