Brain aneurysm?: If you mean a brain aneurysm and you've already been screened, i agree with your doctor that you needn't be concerned. It is unusual for these to be familial and usually occur randomly. Control of high blood pressure is the most important risk factor to control.

Genetics, skin color and other  factors may also contribute to the freckling phenomena.

Brown spots: These could just be pigmentation changes from age or sun but some spots come from poor circulation or diabetes. They could be from a fungus as well. Best to get them looked at  to get a diagnosis  and determine if any treatment is necessary.

Stasis dermatitis: This could be small drops f blood in skin. This can come from varicose veins. If however they are of recent onset they could represent a condition called vasculitis which is an allergic reaction to a drug, or possible underlying infection. Either way see a doctor for evaluation. It is difficult to remove the color of changes from varicose veins.

Circulation disorder: It could be a condition we call hemosideran deposits. These can be the result of chronic venous insuffiriency. The red blood calls can leak out of the veins and get into the layers of the skin. Almost all is re-absorbed by the body, but the pigment remains behind - kind of like a tattoo. This is a very oversimplified answer.  See a podiatrist or vascular surgeon for more details.
