Show it to Dr: Show them to your pcp dr. May be from medications ( calcium channel blockers) or may be from chronic venous stasis. Skin conditions need to be seen by a physician.

Need a visual...: Unfortunately, without visualizing the "spots" i cannot comment. Please have someone look at them and then you can get a proper(and hopefully correct) answer.
