Ankle instability: If you have twisted your ankle several times, and severely, your ligaments may not heal properly. This leads to instable ankle which rolls out often. Need to follow up with a podiatrist for evaluation. Ankle supports along with high top shoes can help. In some severe cases surgical repair may be required.

If worsen see a primary care doctor, who can provide you with a differential diagnosis.

Ankle pain: I'll assume that you are assuming (that the cause of your pain is ligamentous)
chronic ankle pain , or any pain for that matter, always has a reason for being there, or what we call an etiology. Yours simply has not been diagnosed. I would suggest an examination by a qualified specialist to determine what is hurting, why its hurting and what is the proper treatment.
