The measurement is to exclude Down's, not for sexing. Most reliable is to wait until you can see a penis later in the pregnancy.

Mostly accurate: Ultrasounds at that point in your pregnancy is generally accurate.  Remember, however, that the presence of a penis to diagnose a male is generally easier than the lack of one to diagnose a female.  As one of my teachers once observed, "some boys are shy".

Not usually: Once longitudinal growth has ended usually no change in lengths of legs unless intervening issue such as complicated fracture, arthritis with joint space narrowing, infection with bone and joint destruction, etc.
