So can you modify benzodiazepine dosages to take away addiction and habituation potential?

In brief: Take away? No

I don't believe you can absolutely remove the risk of abuse, addiction & habituation, some of which is genetically based.
However, you can reduce the risk by using the lowest dose possible for the shortest amount of time necessary to achieve the goal. Most important, don't take it if you don't need it. Many times, ssris (class of antidepressants) can help mitigate need for benzodiazepine.
