No it is not: Inguinal ligament is a band running from the pubic tubercle to the anterior superior ilac spine.It has no connection to scrotum in males.

NO: Inguinal ligament is not connected to scrotum , testis descends from rctroperitonial abdominal cavity into scrotum in front of inguinal ligament with out any ' connection '
