Smegma or sebaceous: Difficult without taking a look. Retained smega could be covered with frenular or inner foreskin. Phimosis should be addressed, as u should't not go thru life without an easily retractable foreskin, either with prescription strength steroid cream or circumcision. Dr u c about phimosis can also diagnose white spot, or send secure photograph of penis via healthtap.
