Sperm dies outside the body in 3-5 minutes. Any sperm on objects or surface dies because the semen is inactivated. The chemical content of the soap also kills the sperm.

It depends on the thoroness of washing . Proper hand washing includes hand and all fingers gently rubbed all over for at least 2mts. There are several videos online to show you that. A good washing will remove all sperms.
